Kèr Kāshlij (/kəˑʃ/ /liʤ/ [memento] [rust]) is a subtropical Town located in the Tstifur Region of the Tetbur Commune.
The name Kèr Kāshlij is derived from the Tauric language, as Kèr Kāshlij was founded by Ceratopmalis Hooley Owens, who was culturaly Tauric.
Climate
Kèr Kāshlij has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cool 18°C (64°F). Kèr Kāshlij receives an average of 290 cm/y (114 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Kāshlij covers an area of nearly 4 km2 (1 mi2), and an average elevation of 138 m (452 ft) above sea level.
Overview
Kèr Kāshlij was founded durring the early 16th century in summer of the year 1525, by Ceratopmalis Hooley Owens. The establishment of Kèr Kāshlij was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Ceratopmalis Hooley Owens struck deals with nearby nations and communities to establish Kèr Kāshlij as a prison colony.
Kèr Kāshlij was built using the conventions of Tauric durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Kèr Kāshlij is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Kèr Kāshlij is buildings folow an organic layout of restrictive flagstone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The frontieer-style defences have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.
Right off the bat Kèr Kāshlij hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Many of those buildings are schools, scriptoriums, and even one college. One can only wonder what knowledge the town has come into.
Civic Infrastructure
Kèr Kāshlij has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Kāshlij.
Kèr Kāshlij has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Kāshlij has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Kāshlij has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Kāshlij has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Kāshlij's public wards, blessings, and other arcane systems.
Kèr Kāshlij possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Kèr Kāshlij has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Kāshlij has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr Kāshlij's bank was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.

Kèr Kāshlij's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves destroying a prepared ritual vessel to channel Conjuration energies of tier 2 via throat singing.
